                          WHAT’S NEW IN THE JOB MARKET

                          Digitalisation has taken the job market by storm, with industries gearing up to innovate and meet the demands of an increasingly technology-driven world.

                          The Skills Framework for Accountancy has determined data analytics, valuation research and analysis, and infocomm technology adoption and innovation to be emerging skills and competencies that will be in high demand over the next few years.

                          The financial services industry seeks to introduce 3,000 new jobs annually, with an additional 1,000 new jobs specifically in financial technology.

                          Various other Industry Transformation Maps (ITMs), such as those of energy and chemicals, sea transport and construction, have also detailed their training plans to adapt to the changes that are being wrought by the surge of digitalisation.

                          To meet growing digital security challenges, an academy led by the Prime Minister’s Office’s Cyber Security Agency is in the works to raise the skills of cyber security professionals in the Government and other key fields of energy, healthcare and transport. A new short-term cyber defence contract scheme will also be introduced by the Ministry of Defence, which will offer training to full-time national servicemen with a knack for cyber security.

                          The SkillsFuture Advice for Individuals workshops that began in October 2017 are also a valuable resource for people seeking advice on skills, training and job opportunities in their careers. The newly launched SkillsFuture Work-Learn Bootcamp offers both recent graduates and mid-career professionals a kick-start in roles from industries that are seeing high demand and equips participants with role-specific skills.

                          ACCOUNTING

                          The National Trades Union Congress (NTUC) and Singapore Accountancy Commission (SAC) are partnering to safeguard accountancy careers in the face of technological developments and global competition. They will determine positions at risk and ways in which affected employees might retrain and cultivate their communication, analytical, digital and change management skills.                           The Early Childhood Development Agency (ECDA) and National Institute of Early Childhood Development are rolling out a new certification course in mother tongue language teaching in 2019. The course, which will first target Malay and Tamil language teachers, will hone the spoken language skills of pre-school teachers and equip them with related knowledge on culture and heritage. Over the next two years, a training bonus of $2,000 will be given to Singaporean or permanent resident pre-school teachers if they go on to teach the language after completing the course.(The Straits Times, Oct 6, 2018)

                          ENGINEERING

                          The Lift and Escalator Sectoral Tripartite Committee suggested a framework of competencies to standardise skills across the sector, and a basic wage of $1,850 to $2,500 for an entry-level position for lift maintenance personnel. This will raise the current industry average of $1,300 to $1,600, and will be competitive with other sectors requiring equivalent skills. There will also be a specialist track for lift technicians who want to hone their technical skills. According to the Ministry of National Development, the wage model will be gradually introduced over three years.                           HEALTHCARE - NURSING

                          A new two-year degree-level Professional Conversion Programme (PCP) for Registered Nurses, administered by the National University of Singapore (NUS), was announced in 2018 to encourage more locals to join the healthcare sector and make a mid-career switch to nursing. The programme is fully funded by the Ministry of Health (MOH) and Workforce Singapore (WSG) and shortlisted approximately 15 to 20 people during its July 2018 intake. Students will receive allowances of $2,170 to $2,520 a month for the duration of the two-year programme. Graduates will leave with a Bachelor of Science in Nursing from the NUS Alice Lee Centre for Nursing Studies and receive a one-time bonus of $2,000. Graduates will also be required to serve a three-year bond with MOH Holdings and employers will receive an $18,000 incentive for each nurse.(The Straits Times, Feb 3 and 4, 2018)
